There should be an option when creating a coupon to make it apply before sales tax (affecting the taxable amount on the order). Currently, since coupons are treated as a payment option, they don't affect the sales tax amount on the order, and there is no way to make them do so.
In the POS, when you give a discount on an order, it adjusts the taxable amount on the order. Coupons on the website that give discounts should be able to do the same thing.
coupons are always pretax in every store I've worked or managed. we process coupons in the adjustment (blue checkout) section and note that it was a coupon. then we print and staple a copy of the receipt and coupon together and save for the accountant if needed. coupons are a discount not a payment so yes this needs fixed because it will cause false tax information to be filed both sales and income so state and federal.
