Add a minium dollar amount to be synced to tcg player

This idea would allow us to not list the 25cwnt cards on tcg player. While allowing us to maintain our inventory as well as still use our pos. The main reason for this is we lose money when someone orders a 25cent card from tcg player because the charge fees on the total amount of the card and shipping.
