eBay standard envelope

Ebay announced a new shipping form today for tracked items under $1. It would be beneficial to add this to crystal commerce but idk if its possible.

    Please add the eBay standard envelop as soon as possible!

    Additionally, eBay no longer requires sellers to offer free remorse returns to qualify for Top Rated Plus benefits on Trading cards. So it would also be nice to be able to set the return policy to reflect that change.
