Add ability to block a customer based on IP Address and Physical Address

Sellers need the ability to blascklist a shopper so they can never submit an order based on their IP address or their physical address. Some shoppers are putting in multiple fraudulent orders and those instead need to be blocked based on the IP address or the shipping/billing address.
