Shipping Restrictions for First Class Postage

I would like to add the First Class Mail Letter option for US and International but I want restrictions on it that will remove it when criteria are met.

I can fit around 10 cards into a regular envelope without having to pay more. It would remove the Mail Letter option when 11 or more cards are in the order or when a set price is reached (ex. $15.00)

    This, but by weight. In Canada, "Tracked Packet" and "Small Packet" to the US and international, are limited to 2kg/~4lbs. Being able to lockout these shipping options on orders that exceed this weight limit would be huge, and mean we could charge rates that make sense on these.
